GSC Policy on Proposals and Reaching Consensus

Described here is a draft policy on the process to effect change within the GSC.
The purpose of the policy is to provide a clear process to achieve consensus on issues arising from the work of the GSC, before continuing.
The initial need for the policy relates to technical design issues, where various ideas have been suggested, and we need to achieve consensus on the best option to take forward.
The process has the following elements:
- create a proposal
- publish proposal
- invite review from GSC members, who can contribute alternatives options within a specified timeframe
- revise proposal to include alternatives
- prepare vote with references to proposal
- publish vote, allowing reasonable time for members to vote (state deadline for vote)
- if consensus is achieved within the GSC community, create an action item, and assign responsibility for the action item
- if consensus is not achieved, discuss opposing views within the community, and repeat process
